Olympus footpedals are not supported at all by InqScribe (nor any other non-Olympus transcription software).

The issue is that Olympus uses a proprietary method of communicating with their footpedals. As yet, we have been unable to obtain the technical specifications needed to build support for the Olympus pedals into InqScribe. Olympus is just not cooperating.
